Planning Application PA3354 Determined
The planning application for Materials Recycling at 169 Elizabeth street (Manhari) has been determined today, 12 February 2026, as a Notice of Decision.
The application is an intensification of uses previously approved. Significant conditions have been drafted to balance the requirements of the applicant, the broader benefit to the community and impact on nearby residences. The approval is in accordance with Council strategic direction of Industrial use in this area.
The application has been through a rigorous process over many months including consultation with relevant authorities such as EPA, CFA, Glenelg Hopkins CMA and DEECA. The application was advertised to the broader community twice and received a total of 7 objection and one petition.
Issuing a Notice of Decision provides opportunity all stakeholders to view conditions. It provides objectors the opportunity to have the decision reviewed by VCAT should they lodge an appeal within 30 days. If no appeal is lodged within the 30 day the Notice of Decision will be converted to a permit.
The significant conditions must be met before certain activities commence. This includes a noise impact assessment which will require mitigation measures to ensure the site meets minimum requirements to lessen impact on the surrounding areas. A risk management plan is to be developed in consultation with CFA. Other conditions included to minimise the impact of the use on the amenity of surrounding areas such as hours of operation, restriction of materials allowed and maximum volumes, sealing of trafficable areas, restricting truck movements, stormwater containment, etc.
