State Government Offers Temporary Reprieve on ESVF, Extends Drought Support 

Last week, the State Government announced that it will reduce the variable rate imposed on primary producers under its Emergency Services and Volunteers Fund (ESVF).

The ESVF variable rate for primary production properties will be held at the 2024-25 financial year amount (28.7 cents per $1,000 CIV) for the entire 2025-26 financial year. This reduced rate will be automatically applied to rates notices for primary production properties.

Due to worsening conditions and a predicted dry season, the State Government will also extend its Drought Package to farmers statewide. Under the extended package, farmers can access grants of up to $5,000 to support on-farm drought management improvements, in addition to financial counselling and mental health support. 

There have been no concessions announced to the proposed variable rates imposed on residential, commercial and industrial ratepayers. 

From 1 July 2025, the new tax is set to impose a 99% variable rate increase on residential properties, a 100% increase for commercial ratepayers, and a 64% increase for industrial properties.

Council will continue to advocate for our community on this issue, and it will be discussed further at the Ordinary Council Meeting in June.

“While this news offers a temporary reprieve for our farmers, it brings no relief to our urban ratepayers, many of whom continue to feel the strain of tough economic times,” says Ararat Rural City Council Mayor, Cr Jo Armstrong.

“We remain deeply concerned about this tax's impact on our community, especially those on fixed incomes, local businesses, and the broader regional economy. We haven't given up this issue and will continue to oppose it.”
